New Technology Grant Program 2002 - 03
Information for Applicants

The New Technology Grant Program for 2002-03 will comprise:

  • New Grant funding;

  • A second year of funding (if applied for) for items funded in 2001-02 and not covered by casemix in 2002 -03; and

  • Extended (beyond a 2nd year) funding of items previously supported through this Program which are not incorporated into casemix and/or are not funded by the Commonwealth. The amount for each Hospital/Health Service will be proportional to their 2001-02 rollover allocation and will provided as a block payment. Submissions are not required.

This year, co-payments for AAA stents and Atrial Septal Defect closure devices are likely to be included in casemix. In this case, these items will no longer be funded under the New Technology grant. Additionally, trastuzumab (Herceptin) is now eligible for Commonwealth funding and will also not be funded within the New Technology grant program.

Criteria

To be considered for funding, submissions must meet the following criteria:

1. A new procedure or practice introduced during the past two years. This may include:

  • Prostheses or implantable devices
  • Drugs
  • Diagnostic tests; and
  • Medical/Surgical procedures.

2. Of proven efficacy and have demonstrated improvement in either (or both) clinical outcome or reduction in long term health costs.

3. Demonstrated to have significant costs not incorporated into the 2002-03 cost weights.

4. Demonstrated evidence of operator credentialing and competency where a new procedure or use of a new prosthesis is involved.

5. A minimum cost for each submission of $20,000.

Additional information for applications

  • Funding is available only for the conduct of the actual procedures or practices;
  • It is anticipated that funding will be predominantly for WIES-based services, though other funding streams (eg VACS) are not excluded;
  • The grant will be for one year;
  • A second year of funding may be available;
  • A part funding contribution may be provided if applications exceed the available funding;

Exclusions

Funding is not applicable to:

  • Service enhancements;
  • Equipment;
  • Research;
  • Information technology;
  • Pharmaceuticals covered by S100 arrangements;
  • Drugs which are being used to treat conditions other than those approved by the TGA; or
  • Prostheses or devices not approved for marketing in Australia by the TGA.

Essential information required

It is essential that applications include:

  • Evidence of efficacy and demonstrated improvement in clinical outcome and/or long-term health care costs
  • Details of any operator credentialing and competency
  • Details of any internal assessment by a New Procedures/Practice/Technology or Pharmaceutical Advisory Committee or equivalent
  • Evidence of endorsement and support by the Health Service/Hospital CEO.

Submission of applications

A New Grant Proforma (MS Word gif Word File 40KB ) or Proforma for a 2nd Year Grant (MS Word gif Word File 32KB) must be completed for each individual submission. A Health Service/Hospital Submission Summary (MS Excel  gif Excel File 19KB) must also be completed for New and 2nd Year Grant submissions. Submissions for extended funding will not be required

An original set of prioritised submissions including summary tables plus 4 collated sets of submissions, all unbound, are required for New and 2nd Year Grants. It is important for submissions to be fully completed in accordance with the proforma. A soft copy of New and 2nd Year Grant submissions, and the Hospital/Health Service Summary is also required. This will facilitate timely processing and assessment of submissions.

Submissions should be addressed to Dr Mary B Turner, Senior Medical Advisor, Metropolitan Health and Aged Care Services, Department of Human Services, Level 10, 589 Collins Street, Melbourne 3000 and are to be received by 11 July 2002. Health Services/Hospitals will be notified of the outcome by early September 2002.

Assessment of submissions

Submissions will be assessed by a panel comprising officers of the Department of Human Services and external parties with expertise in evidence based assessment. It should be noted that nominated referees will not be required in the application; however, the applicant may be requested to provide referees at a later date.

There will be limited ability to assess submissions with incomplete information or that are non compliant with the proforma. Also, the ability to request further information will be limited.
