Swimming pools & spas

On 1 January 2010, the Public Health and Wellbeing Act 2008 (PHWA) and the Public Health and Wellbeing Regulations 2009 (the Regulations) commenced.

Part 6 of the Regulations outlines the minimum requirements pool operators need to comply with to minimise the risk of the transmission of infectious diseases' via the swimming pool water. The regulations are available at www.legislation.vic.gov.au.

A Bulletin has been developed that outlines the requirements of the regulations.

There are changes in relation to:
  • The treatment parameters for chlorine based disinfectant, for bromine based disinfectant, and for pH levels
  • The rate and the times for the chemical testing of water
  • The Record keeping requirements
  • The penalties for non-compliance with the Regulations. Such penalties have been increased.
  • The level of requirements.

  • Pool operators' handbook
    The Pool operator’s handbook provides advice and guidance on pool operation and water treatment for a range of managers and staff. This handbook is currently being updated to incorporate the changes resulting from the introduction of the PHWA and the new Regulations, and will be available here soon. Prior to this update being completed, the previous version of the handbook can be obtained here.   • Flood affected pools
    The Guidance for the treatment of flood affected swimming pools document outlines the hazards associated with in ground pools in the public and private environment that have been affected by floods. It also provides advice on conducting water treatment procedures to assist in making swimming pools safe for use.
