Finance and Materials Management Systems (FMIS) comprises of applications that support core health agency financial management, including general ledger, assets and materials management.

The core functionality of FMIS includes:
- General ledger
- Budgeting
- Accounts payable
- Accounts receivable
- Trust accounting
- Assets management
- Equipment hire
- Materials management
- iProcurement
- Cash receipting
- On-line invoice submission

HealthSMART’s FMIS solution the Oracle eBusiness suite was originally implemented in acute metropolitan health agencies and Bendigo Health. However, the project’s success led rural health alliances to request it be implemented at all five Victorian rural health alliances:
- Gippsland Health Alliance
- Grampians Rural Health Alliance
- Hume Health Alliance
- Loddon-Mallee Rural Health Alliance
- South West Alliance of Rural Health (SWARH)
The FMIS Alliance Implementation Project team has overseen the successful implementation of the Oracle eBusiness suite at all five rural health alliances: the Gippsland Health Alliance (December 2008), Loddon-Mallee Rural Health Alliance (October 2009), Hume Health Alliance(November 2009), South West Alliance of Rural Health (March 2010) and Grampians Rural Health Alliance (July 2010).
