Subject: DVA (Department of Veteran's Affairs) - Clarification of funding arrangements for non-admitted services

The aim of this circular is to remind hospitals about the funding arrangements for the treatment of veteran non-admitted services.

All veteran non-admitted services are fully funded under the DHS contract and in their entirety, these funds are passed on to hospitals. Accordingly, fees are not to be levied upon veterans receiving non admitted patient services or on the Department of Veterans' Affairs through the HIC, except where applicable under Commonwealth Legislation or outlined in the Department's Fees and Charges Handbook for Acute Health Services in Victoria .

DHS funding for non-admitted patients, including the premium for these services, comprises the full and complete funding for all medical and operating services provided for each non-admitted service encounter. This includes all non-admitted radiotherapy services, VACS and a range of other services identified in the Policy and Funding Guidelines.
