In December 2002, the Department advised you of the approach being taken to flow funding for the 2002 HSUA-1 outcomes.

In that letter, I advised that further information was to follow with regard to Reserved Item Funding relating to these outcomes. Further information with regard to those arrangements is provided below.

HSUA-1 Reserved Items

There were a number of items agreed in the HSUA-1 outcomes that either have a differential impact across the health sector or are subject to specific targeting and/or allocation.

As previously advised, the reserved items from the HSUA-1 EB outcomes are:

HSUA #1 EBA
Patient Services Assistant
Personal Care Worker
Instrument / Theatre Technicians
Study Leave
Additional EFT

Process for Accessing Reserved Items Funding

Reserved items funding arrangements pertaining to the HSUA-1 Agreement outcomes will largely be based on information provided by health agencies.

The exceptions to this will be funding for Study Leave, which will be distributed proportionally based on each agencies budget share, and the Additional EFT, which will be distributed based upon recommendation of the Agreement Implementation Committee.

Further information on accessing reserved item funding is attached below.

Data returns should be cleared through the hospital's / health service's Chief Finance Officer.

Further Information

Please note that distribution of reserved item funding will be based on the criteria established in the relevant EBA. This includes absorption of the 28 July and 1 October 2002 salary increases (PCWs and Technicians) and the 1 October experience payments (Technicians only), which have already been included in general funding for this EBA.

Agencies are also reminded that Reserved Item funding under the AMA Agreement can only be provided upon receipt of the claim form distributed earlier with Hospital Circular No 6 of 2003. Agencies seeking such funding that have not yet responded with this information must do so by 1 September 2003.

Health Services Union of Australia - Health and Allied Services - Victorian Public Sector - Multi Employer Certified Agreement 2002 - 2006 - Reserved Item Funding Guidelines

Outline of Process

The Department has reserved funding relating to a number of items arising from the recent Certified Agreement for HSUA-1 covered health and allied services staff.

Funding for these items is to be released to agencies largely based on information provided by individual agencies describing the respective impact on them of these items.

Agencies are asked to provide information as set out below for each reserved item. An MS Excel spreadsheet is provided for the purpose of reporting this information to the Department. (MS Excel File 15KB)

Patient Services Assistant

The Patient Services Assistant classification has an impact only on the health services nominated in the Certified Agreement. Funding would be premised upon an agency having to pay individuals at a higher rate of pay once the PSA structure was implemented.

Agencies should identify the number of employees affected, the classification/rate of pay applying pre-translation and the classification/rate of pay applying on translation.

Personal Care Worker

The Personal Care Worker classification structure applies only in aged care settings and is limited to the replacement of existing Nursing Attendant positions.

Funding would be premised upon existing Nursing Attendant staff being translated to the appropriate PCW Grade based on the nature and requirements of the job.

It should be noted that translation to the PCW structure involves absorption of the 28 July 2002 and 1 October 2002 salary increases (which have already been included in the general funding released for this EBA, and therefore will be discounted from the translation funding to be provided).

Agencies should identify the number of employees affected and the classification/rate of pay applying on translation.

Instrument / Theatre Technician

The Agreement Implementation Committee has completed its review of the classification definitions to apply to the new Theatre and Instrument Technician structures.

Funding would be premised upon relevant existing staff being translated to the appropriate point in the new structure based on the nature and requirements of the job.

It should be noted that translation to the new structures involves absorption of the 28 July 2002 salary increase and the 1 October 2002 salary increase and experience payments (which have already been included in the general funding released for this EBA, and therefore will be discounted from the translation funding to be provided).

Agencies should identify the number of employees affected, the classification/rate of pay applying pre-translation and the classification/rate of pay applying on translation.

Study Leave

This item will be funded on a proportional basis. No information return is necessary for this item.

Additional EFT

This item will be funded based on allocations made by the Agreement Implementation Committee. No information return is necessary for this item.
