Subject: Timelines for Non-Admitted Patients (AIMS-S2) and Community Health (AIMS - C1 to C6) Data Submission

Purpose: To inform agencies (public hospitals and multi-purpose services) of the requirement to comply with timelines in the submission of Non-Admitted Patients (AIMS-S2) and Community Health (AIMS - C1 to C6) Data.


This circular will require agencies to comply with the specified timelines in the submission of Non-Admitted Patients (AIMS-S2) and Community Health (AIMS - C1 to C6) Data.

As outlined in the AIMS Manual, the timelines for the Non-Admitted Patients (AIMS-S2) and Community Health (AIMS - C1 to C6) data are as follows:

Non-Admitted Patients Data AIMS - S2 (111, 115, 116, 118, 127, 129, 305) Monthly Within 7 working days after the end of each reporting month
Community Health Data AIMS - C1 to C6 Quarterly Within 14 working days after the end of each reporting month

In the recently signed Australian Health Care Agreement (AHCA) between the Commonwealth Government and Victoria, the Department is required to submit data to the Commonwealth quarterly. If the Department fails to submit the data requirements on time, the State is at risk of severe financial penalties. To comply with the reporting requirements and avoid the penalties, the Department will closely monitor the accuracy and timely submission of the data.

The Commonwealth's deadline for the submission of data for the first quarter of FY 2003-04 is fast approaching. Agencies that have not submitted data for July, August and September 2003 on the required deadlines must do so by 31 October 2003. Failure to submit may result in the Department imposing penalties on agencies. Penalties will also apply to the late submission of data in the following months. If difficulties are anticipated in the submission deadlines for non-admitted patients and community health data, the agency must provide written advice to the Health Data Standards and Systems (HDSS) Unit of the Department of Human Services indicating the nature of the difficulties, remedial action being taken, and the expected submission schedule.
