Subject: Protocol for the contracting out of specific public hospital services
Purpose: To advise public hospitals of the Victorian Government’s intention to establish a new protocol concerning the contracting out of specific public hospital services.The Victorian Government will establish a protocol for the contracting out of primary contracts for ward support, catering, cleaning and security services in Pubic Hospitals/Health Services.
The protocol will be prepared by the Department of Human Services in consultation with public hospital management and the Health Services Union.
This circular is to advise that pending completion of the protocol it will be standard procedure for all public hospitals to enter into consultation with relevant health unions in the pre-tender phase of any proposed tender process for the provision of ward support, catering, cleaning and security services.
The Department shall be advised of all such consultations and the consultations should encompass the following matters:
- The detail of which services are proposed to be considered in the tender;
- The wages, conditions, industrial instruments and any issues of award coverage; and
- Any other matters deemed relevant.
All relevant information should be submitted to the Executive Director, Metropolitan Health & Aged Care Services Division.
