Royal Children's Hospital - $847.4 million
The Government commits a total of $847.4 million to re-build the Royal
Children's Hospital (RCH) to the west of the existing site. The existing
hospital buildings will be demolished with the exception of two modern
buildings on the site, the front entry building and the ten-storey research
centre, which will be retained as part of the new hospital. The remainder
of the existing site will be returned to parkland. The new RCH will have
the capacity to treat an extra 35,000 patients a year with improved accommodation
and facilities such as more single rooms, neonatal cots and operating
theatres with parking for 2,000 cars in a new underground car park.
Royal Melbourne Hospital Emergency Department Redevelopment
- $56.3 million
The 2006-07 Budget allocates $56.3 million for the redevelopment of
the Royal Melbourne
Hospital emergency department to meet the growing need for and increasingly
complexity of emergency health care at the hospital. The redevelopment
will increase treatment cubicles from 36 to 58, increase the Short Stay
Observation Unit and Medical Assessment Planning Unit from 15 to 42 beds
and improve the capacity of the hospital to treat emergency patients
within benchmark times.
Box Hill Hospital Redevelopment Stage 1 - Outpatients and Dialysis
Centre and Associated Redevelopment Works - $38.2
million
The Government has committed $38.2 million for the first stage of redevelopment
of the Box Hill Hospital and for critical infrastructure works in advance
of the planned redevelopment. The first stage will expand the size of
the hospital site and develop a new building on the corner of Arnold
Street and Spring Street. This will provide vital extra services and
a new, expanded car park for the hospital, making way for the redevelopment
stages to follow. Facilities to be provided will include a brand new
16-chair renal dialysis service, new office accommodation for the Eastern
Health management and future consulting suites to expand a range of ambulatory
services.
Casey Residential Aged Care - $34.5 million
The Government has committed $34.5 million to establish a new 100-bed
residential aged care facility in the City of Casey. The facility will
provide modern residential accommodation to replace existing facilities
at the Kingston Centre in poor physical condition providing limited privacy
and dignity of care. The relocation of beds to the outer southeast suburbs
of Melbourne will improve accessibility.
Kingston Centre - Kitchen Upgrade and Associated Works - $25.5
million
Funding is provided as a first stage of the Kingston Centre redevelopment,
to upgrade the production kitchen and a range of associated engineering
services infrastructure. The upgrade of the kitchen will increase the
capacity of the Kingston Centre to deliver meals to public hospitals
and other sites across the southern metropolitan area. The funding also
supports further planning and preliminary design for the full redevelopment
of the site.
Caulfield General Medical Centre Logistics Building and Associated
Works - $23.5 million
The Budget allocates $23.5 million for the upgrade of services at the
Caulfield General Medical Centre. The first stage of the full redevelopment
will establish a logistics building and provide new accommodation for
a receiving kitchen, engineering services, materials management and plant.
The works will replace critical elements of the electrical engineering
infrastructure and support further planning and preliminary design for
the full redevelopment of the site.
Alfred Hospital Intensive Care Unit - $20.2 million
Funding is allocated to redevelop and upgrade the Alfred Hospital Intensive
Care Unit. This funding will enable the Alfred Hospital to continue to
provide high quality medical services to patients requiring intensive
care in the best practice clinical environment.
North Richmond Community Health Centre - $19 million
Funding of $19 million is allocated to relocate the two existing sites
of the North Richmond
Community Health Centre into one purpose built facility. This funding
will provide new capacity and improved access to allied health, counselling,
community nursing, dental health and community mental health services
across the City of Yarra.
Austin Biomedical Alliance - $9.2 million
$9.2 million is allocated for a new bioresources facility at Austin
Health. The Austin Biomedical Alliance represents all research interests
at Austin Health, including the separate research institutes, the University
of Melbourne and hospital-based research groups. Government has already
contributed $8.25 million to construct the first stage of the teaching,
training and research (TTR) redevelopment, building on investment in
the Austin Hospital redevelopment. The new state-of-the-art bioresources
facility is the second stage of the TTR redevelopment.
Heidelberg Repatriation Hospital Mental Health, Stage 1 - $9
million
The Government has committed $9 million to advance planning and design
for an extended clinical care facility on the Heidelberg Repatriation
Hospital site. This early developmental work will support planning for
the entire site, including health and aged care facilities, as well as
the development of secure long stay mental health beds, patient and treatment
areas and other services. This funding will also provide therapeutic
facilities for the use of veterans and others with a range of health
problems, including mental health, dementia and physical disabilities,
through the construction of a gymnasium and hydrotherapy pool on the
Heidelberg Repatriation Hospital site.
Monashlink Community Health Service Stage 1 – Clayton
- $6.6 million
$6.6 million is provided for Stage 1 of the redevelopment of the Monashlink
Community Health Service (MLCHS). Funding will relocate the Clayton site
of the Community Health Service to a new facility as part of a major
community services redevelopment being undertaken by the City of Monash.
The new facilities will enable MLCHS to provide 10 dental chairs and
space for 21 primary care staff, as well as being co-located with a number
of Monash Council community services including family, maternal, senior
citizens and children’s services.
Brunswick Human Services Precinct: Bouverie Centre Relocation
- $5 million
Funding is provided to relocate the Bouverie Centre to a new purpose
designed building, collocated with the Victorian Foundation for Survivors
of Torture (VFST) in the new Brunswick Human Services precinct. The move
to Brunswick will provide a safe environment for the treatment of children
with mental illness and their families in an accessible location.
Aged Care Land Bank Pilot - $4.8 million
The Budget allocates $4.8 million for the Aged Care Land Bank Pilot
to increase the number of high care residential aged care services within
the inner and middle suburbs of Melbourne. The government will provide
not-for-profit aged care providers with access to surplus government
land, facilitating the establishment of urgently needed high care beds
in the inner and middle suburbs.
Koori Youth Alcohol and Drug Healing Service – $3.7 million
Funding is allocated as part of the Aboriginal Affairs package for a
Koori Youth Alcohol and Drug Healing Service that will provide a residential
facility for young Koori people with substance abuse problems. The facility
will provide a safe and secure environment in which young people can
participate in a range of culturally appropriate interventions within
a spiritual healing framework, provide ongoing support to Koori youth
to reintegrate into community living and ensure and promote lasting change.
ICU Equipment - $3.7 million
$3.7 million will enable the expansion of Intensive Care Services by
opening 6 adult ICU beds and 4 neo-natal ICU cots across metropolitan
Melbourne and 12 special care nursery cots across the metropolitan area.

Rural Capital Works
Grovedale Aged Care Facility - $25 million
Funding is allocated to develop a new 108-bed high care nursing home
in Grovedale. The new facility will replace outmoded and inflexible facilities
at Grovedale and Belmont, and one ward at the McKellar Centre in Geelong.
Warracknabeal Redevelopment, Stage 1 - Nursing Home - $21.8
million
Funding is allocated to deliver on the Government’s 2002 LFS commitment
to redevelop the Warracknabeal campus of Rural Northwest Health. The
Stage 1 allocation is above the LFS commitment and will deliver a total
of 60 new aged care beds which includes 30 high and 30 low care beds,
new site infrastructure including electrical, water and drainage services
and construction of a new store, engineering works and food services.
Rochester Theatre and Hospital Redevelopment - $21.7 million
The Government has committed $21.7 million to redevelop the Rochester
campus of the Rochester and Elmore District Health Service (REDHS). The
redevelopment will include a new acute services wing, new ambulatory
care complex including a theatre and emergency department, 30 new residential
aged care beds, new primary care, kitchen and support services and a
range of ancillary facilities including administration.
Shepparton Mental Health – Ambermere - $6.5 million
$6.5 million is allocated to redevelop facilities in the former Amberemere
psychiatric hospital for mental health services that will provide opportunities
for both recovery and rehabilitation for 20 patients with appropriate
recreational and residential facilities. The redevelopment will establish
a 10 place Prevention and Recovery Care Unit for people who need short-term
sub acute care and a 10 place Community Care Unit for people who need
long-term support to live independently, and will include new purpose
constructed facilities for the Centre for Older Persons’ Health
that operates from the Ambermere site in Shepparton.
Rural Ambulance Victoria Communications Upgrade - $2.8 million
Building on investment of $6.8 million allocated in 2005-06, the 2006-07
Budget provides an additional $2.8 million to Rural Ambulance Victoria
(RAV). This funding will allow RAV to transition to the upgraded State
Mobile Radio network and install an interim Computer Aided Dispatch system.
The State Mobile Radio network will provide RAV with a reliable voice
communications platform and basic data capability for Computer Aided
Dispatch functionality.

Statewide Projects
Medical Equipment Program (Acute) - $47.7 million
The Budget allocates $47.7 million as part of the government’s
ongoing commitment to the replacement, upgrade and expansion of medical
equipment across Victoria’s public hospital system. The funding
will reduce risk to patients, staff and service availability.
Statewide Infrastructure Program 2006-07 - $20 million
The Government continues its commitment to the Statewide Infrastructure
Program, allocating $20 million in 2006-07 to improve the quality and
standard of infrastructure assets across the State. Funding will support
approximately 50 infrastructure renewal projects across a range of agencies
to support delivery of clinical services.
Ambulance Equipment Program - $3 million
The Budget provides $3 million to address Occupational Health and Safety
risks related to the transport of heavy patients and carriage of heavy
equipment. Equipment will be purchased to help mitigate risks associated
with ambulance paramedics who are required to lift patients in difficult
environments and to fit special purpose vehicles to allow the lifting
of heavy patients and the securing of heavy equipment.
Pandemic Flu Preparedness - $2.6 million
Funding is provided to strengthen the capability of early diagnostic
systems and improve surveillance, and treatment outcomes for patients
and to support infection control systems in nine designated metropolitan
and rural health services sites through mechanical works upgrades to
air handling and ventilation systems.
Radiotherapy Equipment Expansion - $2.5 million
$2.5 million is provided to expand radiotherapy services by providing
an additional linear accelerator.
Ambulance Development Plan – $1.775 million
The Budget allocates a total of $1.775 million for expansion of the
Metropolitan Ambulance Service and the Rural Ambulance Service.
Funding is allocated to the Metropolitan Ambulance Service to establish
a new ambulance crew at Cranbourne North, operating during peak periods.
The funding will be used to purchase ambulances and to fit-out the new
services. Funding is also provided for Rural Ambulance Victoria to establish
a new 24-hour ambulance station at Sebastopol in Ballarat, including
purchase of an ambulance and equipment.
Emergency Department Facilities Improvement - $1 million
Funding is provided for a range of initiatives to boost emergency services
at public hospitals.
