Psychiatric Illness and Intellectual Disabilities Donations Trust Fund Guidelines



PIIDDTF - NEW PROCESS EFFECTIVE IMMEDIATELY

Important Information about PIIDDTF

Background Information

The Psychiatric Illness and Intellectual Disability Donations Trust Fund (PIIDDTF) is a philanthropic trust fund that is made up of donations and bequests dating from 1934.  PIIDDTF was established by an Order of the Supreme Court in 1994. State Trustees Limited (State Trustees) is the custodian trustees of the fund. The Trust broadly provides for payments to be made for the treatment or welfare of people with a mental illness or intellectual impairment.

The psychiatric component of the fund is administered by the Mental Health Drugs and Regions Division whilst the intellectual disability component of the fund is administered by Disability Services.

Summary of New Process

Each healthcare network will only submit one application. The single application can contain one or many requests up to the limit of funds available for the healthcare network for the year. The new process will support equity of access to the funds across the Victorian public mental health services, an active (person) indicator will be applied to the trust using data from the CMI. The new features of these guidelines are:

  • There are no caps on the gifts available to each individual.  It will provide greater flexibility for the individual to better access social inclusion, employment and housing opportunities.


  • Mental health services will be notified of its allocation each year. This will enable more substantial gifts to be made if required and for services to be able to better plan for the needs of individuals in treatment and care.


  • Services will be able to either stagger their allocations over each quarter or allocate it once or twice annually.

Submitting Applications to the Department Recommending Committee

Healthcare networks are to submit their application form via email to: MentalHealth.PIIDDTF@health.vic.gov.au
The Recommending Committee will only accept applications up to the annual amount allocated for that service. The department recommending committee will not accept individual application forms from case managers or directly from recipients.

Services will need to ensure that quotes are submitted with the application form for each individual request.

Eligibility and Criteria

The eligibility criteria seek to respect the intentions of the PIIDDTF sub-trusts. These intentions include:

  • promote the treatment and welfare of a person experiencing a mental illness


  • provide support to enable in-patients of Victorian public mental health services relocate to community based services and to provide support to any person of community based services


  • Bruce Bowman Pearce fund will be used for recreational pursuits such as holidays, outings or other recreational pursuits and will be disbursed annually

Each application will be considered on an individual basis according to the following criteria:

  • Applications relate directly to the person’s needs associated with their mental illness and not the needs of their family members.


  • The proposed funding must improve the individual’s quality of life and support social inclusion and recovery activities.
