Framework for improvement
The RHCP has developed a comprehensive framework to support health services make improvements to business processes. The framework encompasses:
- capability building – including access to training, mentoring and coaching
- a comprehensive approach to improvement including a range of improvement techniques, including toolkits and resources
- sustaining and spreading improvements.

Capability building
Capability building support is tailored to the needs of each health service and aims to:
- support a dedicated health service redesign lead to support development and embedding of improvement practice across the health service
- provide a range of improvement capability building activities including, but not limited to, training and development, mentoring, facilitation and developing redesign or improvement plans.
The redesign infrastructure developed within a health service will play a key role in establishing redesign capability within the organisation. It is important that the redesign team has sufficient visibility, influence and authority to lead service-wide improvement activities.
A comprehensive approach to improvement practice
Principles and philosophies provide the foundation for effective process redesign, but these have to be turned into practice. It is common experience that process redesign works best when the underlying methodologies are implemented via a structured program that moves through well-defined phases.
The phases are:
- defining the scope of work
- diagnosing the issues
- developing appropriate interventions
- evaluating the outcomes
- sustaining the improvement.
The RHCP does not endorse any one methodology over another. Individual health services determine the redesign framework that work best for their organisation and develop capability training and associated resources.
Sustaining and spreading of improvements
The sustaining and spreading of improvements is a key element of the redesign program. Health services are required to identify and implement strategies to
- support sustainable improvements, including the use of metrics
- spread successful improvement solutions as appropriate across their health services.
