The purpose of this paper is to aid discussion about Victoria’s alcohol and other drug harm reduction services, with the aim of generating stakeholder input to a new Harm Reduction Services Framework. The framework will help ensure the right harm reduction services are being delivered, when people need them, in the most effective way.
