The Needle and Syringe Program (NSP) is a strategy for increasing needle and syringe availability to injecting drug users (IDUs) and minimising the transmission of blood-borne viruses such as HIV and hepatitis B and hepatitis C. The Victorian Needle and Syringe Program Operating Policy and Guidelines specify the responsibilities governing NSP sites and should be followed by all services participating in the NSP.
