Digital Health Vision and Roadmap 2026-31

By 2036, all Victorians will be supported to lead healthier lives through digitally enabled experiences that prioritise wellbeing, prevent illness and deliver care that is proactive, personalised and equitable.

Our vision

Victoria's Digital Health Vision and Roadmap 2026–31 provides a shared direction for digital health across Victoria's public health system, guiding future investment, prioritisation and delivery.

The roadmap identifies the digital capabilities required to support better health outcomes, a high-performing and sustainable health system, a supported workforce, and improved experiences for consumers and carers.

Figure 1 provides an overview of Victoria’s digital health vision and roadmap 2026–31. Five priority outcomes are presented across the top of the figure. Beneath them are four strategic pillars, each with a goal and supporting programs of work. The pillars collectively contribute to the five priority outcomes. Three cross-cutting accelerators form a foundation across all four pillars: Workforce Enablement, Scaling Innovation, and Safe and Responsible AI.

Strategic pillar 1: Connecting Health	Goal: Seamless, secure and interoperable digital health infrastructure with real-time access to consumer health information across the system. Strategic pillar 2: Care Anywhere	Goal: Digital and virtual models of care delivering high-quality care in the home, community or most appropriate clinical setting. Programs of work: 2.1 Virtual Hospital Care; 2.2 Digital and Virtual Care Journeys; 2.3 Virtual Care Digital Foundations.
Strategic pillar 3: Engaged Consumers	Goal: Consistent and trusted digital channels supporting people to access their health information, navigate services and actively participate in their care. Programs of work: 3.1 Informed Consumers; 3.2 Accessible Health System.
Strategic pillar 4: Sustainable Operations	Goal: Shared digital platforms, data, automation and secure systems enabling proactive, efficient, resilient and safe health system operations. Programs of work: 4.1 Decision Intelligence; 4.2 Operational Efficiency; 4.3 Safer Digital Healthcare.

Why this matters

Victoria's health system is facing increasing demand, workforce pressures and growing expectations from consumers for more connected and convenient care.

Many clinicians and consumers still experience fragmented information, disconnected systems and inconsistent digital capabilities across health services. These challenges can contribute to inefficiencies, duplication and barriers to delivering coordinated care.

Digital health is a critical enabler of future health system reform. Connected information, modern clinical systems, virtual care and data-driven decision making can support safer care, improve access to services and help create a more sustainable health system for all Victorians.

Priority outcomes

The roadmap establishes five priority outcomes that define success for Victoria's digital health transformation. These outcomes act as the roadmap's primary signposts, providing a consistent reference point for prioritisation, investment and delivery.

Healthy Victorians – supporting people to manage their health and wellbeing through digitally enabled experiences.
Integrated care journeys – enabling more connected and seamless care across services and settings.
Equitable health outcomes – improving access and reducing barriers to care.
Supported workforce – equipping healthcare workers with modern digital tools and capabilities.
High performing health system – creating a more sustainable, productive and responsive health system.

How we developed the roadmap

The Digital Health Vision and Roadmap was developed through extensive consultation across government, health services, clinicians, consumers, industry and digital health leaders.

Engagement was undertaken in two phases to develop the vision, priority outcomes and roadmap, ensuring it reflects the needs and priorities of Victoria's health system.

Key themes from consultation included improving access and equity, delivering more connected and person-centred care, strengthening digital and data foundations, empowering the workforce and supporting innovation across the health system.

Monitoring progress

The roadmap will be reviewed annually to assess progress, benefits realisation and emerging priorities, ensuring ongoing alignment with Victoria's long-term digital health vision.
