More graduate nurse and midwife positions
Additional funding is available for Victoria’s public health services to support more positions in nursing and midwifery transition to practice graduate programs.
This funding adds to the existing training and development funding that is provided to health services each year to deliver formal graduate programs for new graduates of professional entry nursing and midwifery courses.
Graduate nursing and midwifery programs support graduates during their first year of practice. This provides an environment where they can consolidate and further develop knowledge, skills and competence. Graduate programs provide the platform for developing safe, confident and accountable professionals.

More postgraduate nursing and midwifery positions in specialty areas
Additional funding is available for Victoria’s public health services to support registered nurses and midwives to undertake postgraduate study in areas of clinical practice where there is an identified workforce need.
This funding will enable health services to offer additional opportunities to upskill, retain, and grow their specialist nursing and midwifery workforce.
Health services may use the funding for clinical supervision and other required resourcing to support registered nurses in the development of specialist capability in:
- emergency care
- intensive care
- oncology
- midwifery
- other areas of high need.

More support for postgraduate midwifery positions
This initiative will provide funding to public health services to support 50 registered nurses each year for 3 years from 2023-24 to undertake postgraduate study in midwifery through an employment model.
This aims to encourage the growth of the Victorian midwifery workforce.
The Victorian Government funds health services to deliver refresher programs for nurses and midwives, under the component of the ‘Making It free to study nursing and midwifery’ initiative. It provides funding for both metropolitan and regional health services to deliver more refresher program places over 4 years (from 2022-23 to 2025-26)
The program complements, and is in addition to, existing training and development funding for postgraduate midwifery education.
Public health services that increase the number of nurses enrolled in a postgraduate midwifery employment model beyond their baseline activity are eligible to receive funding. Allocations will be based upon workforce need and other key factors such as birthing rates and midwifery vacancy levels.
Health services can use this funding to support registered nurse employment, clinical supervision and other training costs associated with delivery of the program.
The department provides funding to public health services to deliver the postgraduate midwifery employment model. Information about the application process and prioritisation of funding is provided directly to health services.
