Framework for promoting a positive workplace culture: preventing bullying, harassment and discrimination

Key messages

  • The Framework for promoting a positive workplace culture: preventing bullying, harassment and discrimination (2019) supports health services to build and strengthen a positive workplace culture through an organisation-wide effort.

Framework

The Framework for promoting a positive workplace culture: preventing bullying, harassment and discrimination (2019) focuses on building a positive culture within health services, and promotes a consistent approach to the prevention and management of inappropriate behaviour.

The Framework has been developed in line with recommendations made by the Bullying and Harassment in Healthcare Advisory Group. It sets out seven key principles for building and strengthening a positive workplace culture: leadership, risk identification and management, safe systems of work, effective people management, consistent and effective training, respectful workplace relationships, and embracing diversity and inclusion.

The Guide to implementing the Framework for promoting a positive workplace culture: preventing bullying, harassment and discrimination (2019) supports health services to implement each aspect of the framework. It provides key components for each minimum standard, suggests practical steps that health services can take to improve workplace culture, identifies indicators to measure progress, and contains links to useful resources.

Pledge

A pledge encourages individuals, groups or organisations to make a commitment to a common cause, set of beliefs or actions. A pledge can be used to promote organisational change and improvements in workplace culture. It can send a powerful message about what an organisation stands for and expects of all its people.

The Pledge resource suite contains three documents - the Pledge template, the Pledge template explanatory notes and the Action plan template.

The Pledge template supports health services to design their own pledges. Health services may use the template as a starting point for making a public commitment to building a positive workplace culture. The template provides a suggested structure and examples of statements and key words, and can be adapted as needed.

The Pledge template explanatory notes provide suggestions for health services to consider when developing a pledge.

Health services can then use the Action plan template to set out how the organisation will act on its pledge.
